PRESS RELEASE TO LAUNCH THE 2013 SESSION OF THE HIGHER PROFESSIONAL DIPLOMA/DIPLOME SUPERIEUR D’ETUDES PROFESSIONNELLES (HPD) EXAMINATIONS.
THE MINISTER OF HIGHER EDUCATION HEREBY ANNOUNCES AS FOLLOWS:
I - ORGANISATION OF THE NATIONAL EXAMINATION
Other examinations centres could be created if need be.
The national examination shall consist in two parts:
However, for the conduct of the examination in some specialities, specific groupings of candidates could be make if infrastructural constraints so impose. The candidates concerned will be informed at the appropriate time.
II-APPLICATION FILES, FEES, REQUIREMENTS AND REGISTRATION MODALITIES FOR THE EXAMINATION
II.1 APPLICATION MODALITIES
II.1.1 The candidates of the HPD examinations could have either the status of internal candidate or external candidate.
II. 1.2 The status of internal candidate shall be reserved for a candidate (new or old) presented by an accredited establishment and who can show proof of at least two academic years of training in an approved HPD cycle.
II. 1.3 The status of external candidate shall be reserved for a candidate who failed in one or many sessions of HPD/DSEP examination and is not presented by establishment.
II.1.4 The application file shall comprise the following documents:

II.2 REGISTRATION FEES FOR THE EXAMINATION
II.2.1 For the 2013 session, registration fees have been fixed as follows according to the various categories:
11.2.2 The registration fees for any other speciality will be fixed at the appropriate time.
11.2.3 For internal candidates, registration fees will be deposited at the Yaounde Central Treasury by heads of establishments in account n°450400TGY62 accompanied with an authorization of deposit duly signed by the competent Services of the Ministry of Higher Education, after verification of the corresponding lists and documents.
11.2.4 For external candidates, the registration fees will be paid in the Ministry of Higher Education, Department of Higher Education Development, Sub-Department of Teaching Programmes and Examinations, 13th Floor.
11.2.5 Registration fees for the examination shall not be refundable.
II.3 REQUIREMENTS AND REGISTRATION MODALITIES FOR THE EXAMINATION
II.3.1 Only the establishments with prior authorisation to open or created as from 2010 could present candidates at the current session of the Higher Professional Diploma, in the fields, specialties or options concerned.
II.3.2 The heads of those establishments shall deposit all complete application files of their candidates after verification of their names, surnames, date and place of birth at the Ministry of Higher Education, Department of Higher Education Development, Sub-Department of Academic Programmes and Examinations, Service in charge of Examinations, 13th floor, latest Friday 01st March 2013.
The summary list of candidates presented in capital letters (following the model provided by the Ministry) as well as the corresponding computerised aids should also be provided (EXCEL 2007 file).
Furthermore, the documents of the files, notably second year transcripts, internship attestations, the marks awarded for internship reports and supervised projects, should be deposited with an enclosure slip by the Heads of establishments concerned at the Ministry of Higher Education, Department of Higher Education Development, Sub-Department of Academic Programmes and Examinations, Service in charge of examinations, latest Monday 30 April 2013. After this date, candidates’ application files will not be accepted.
II.3.3 External candidates will submit their complete application files at the Ministry of Higher Education, Department of Higher Education Development, Sub-Department of Academic Programmes and Examinations, 13th floor, latest Friday 09 March 2012.
II.3.4 Holders of foreign Baccalaureate, Brevet de Technicien (Vocational Training Certificate) should apply for equivalence at the Ministry of Higher Education, Sub-Department of Comparative University Systems and Equivalence.
II.3.5 All heads of establishments should deposit at the time of registration against signature, examination questions (papers) and their answers for all subjects relating to the various specialities or options opened in their schools.II.3.6 Defence marks should be deposited with an enclosure slip and by field latest on 30 April 2013 in soft and hard copy signed by the head of establishment.
II.3.7 The penalty for late submission of registration files stands at ten thousand francs (10000) CFAF per file for all files submitted between Monday 04 March and Friday 29 March 2013.
II.3.8 No file will be received after Friday 30 March 2013.
II.3.9 All head of establishments must imperatively authenticate their candidate’s diplomas with the GCE Board or the Baccalaureate board. Originals of these authentications will be attached to candidates’ files during registration.II.3.10 All head of establishments should bring a virgin CD to copy the data entry form for the registration of candidates and take back the lists of their candidates on burnt CD. They could also download this data entry form from the following MINESUP site: www.minesup.gov.com
III.2 All claims relating to exemptions, including those from external candidates are expected to reach the Ministry of Higher Education, Department of Higher Education Development, 13th floor not later than Friday 25 january 2013. After this date, no claim will be received.III.3 After the processing of potential applications for cancellation and other claims final exemption lists will be available and posted at the examination centres and the Ministry of Higher Education, Department of Higher Education Development 13 lh floor, on Monday 28 January 2013.
V- PUBLICATION OF THE LISTS OF CANDIDATES
Any false information given by a candidate will automatically disqualify the latter and expose the defaulter and the School concerned to legal sanctions provided for by the regulations in force.This press release shall be registered and published wherever necessary.
